Negotiating with Terrorists

Bill Clinton's trip to North Korea to meet with often problematic N. Korean leader Kim Jong-Il and broker the release of two US journalists was judged by some, to be poor political strategy.
What do you think constitutes "negotiating with terrorists" and is it acceptable, depending on the terms and conditions?
